By denying and penalizing illegal entry, wouldn't that force Mexico to better serve it's citizens?

You are so right! Think about it, if you're a Mexican kid in his early 20's with a genius IQ, straight A's in school, haven't gotten a girl pregnant, etc. your prospects for advancement are zilch! Mexico's backward, corrupt, antiquated crony system is the cause of so much misery and suffering. I have always wondered why the State Dept. has not put pressure on the Mexican government to clean house if they wish to do business with the U.S. Their ineptitude has a direct effect on us.
