Why is my guy not 'touchy' during ?

we make out, kiss, he holds my hand...but during actual he usually leaves his shirt on or something and doesn't really touch me or kiss me. He does say things like "ooo I love this Pu**S" though. Half the time MY shirt is still on. He just does his thing. Doesn't play with my at all...actually really likes doggie the best. does he have intimacy issues or just not like me ? He always asks for kisses when he leaves too
