What is Latin America doing about the global financial crisis?

This is a question for one of my cles, and when I first saw it I thought it was talking about the debt crisis of 1982, but it might be relating to the economic crisis now. The question asks for 'strategic responses', so is there something strategic it's doing now, or that it did before so I know what this is referring to.
