Where, other than California, is there a strong rock music scene?

I live in Chicago and love it because of it's strong rock music scene, especially metal. However, the weather sucks here, and most people are fat, drunk, or couch potatoes. I want to move to LA or San Fran because of the metal scene and great weather and active lifestyles, but it's too expensive. Are there any other cities in the US with a strong rock music scene, decent weather, and cool people?
